
The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has announced plans to revise the salaries of Nigeria’s political office holders, arguing that the current pay structure is outdated and inadequate given their responsibilities and prevailing economic realities.
Speaking at a press conference in Abuja on Monday, RMAFC Chairman Mohammed Shehu disclosed that President Bola Tinubu currently earns ₦1.5 million per month, while ministers take home less than ₦1 million, salaries which have remained unchanged since 2008.
“You are paying the President of the Federal Republic of Nigeria ₦1.5m a month, with a population of over 200 million people. Everybody believes that it is a joke,” Shehu said.
“You cannot pay a minister less than ₦1m per month since 2008 and expect him to put in his best without necessarily being involved in some other things. You pay either a CBN governor or a DG ten times more than you pay the President. That is just not right.”

The move has already drawn criticism from the Nigeria Labour Congress (NLC), which rejected the proposal on grounds that it ignores widespread inequality and the numerous hidden allowances already available to politicians.
Shehu clarified that the commission does not set the minimum wage for civil servants but is constitutionally empowered to determine the remuneration of political, judicial, and legislative office holders.
“We are strictly restricted to political office holders, governors, senators, legislators, ministers, DGs, and others,” he explained, insisting that a review was necessary to keep salaries realistic and commensurate with responsibilities.
Revenue-Sharing Formula Also Under Review
Beyond salaries, Shehu revealed that RMAFC had initiated a long-overdue review of Nigeria’s vertical revenue-sharing formula, which has remained unchanged since 1992.
Currently, the Federal Government receives 52.68%, states 26.72%, and local governments 20.60%. An additional 4.18% is reserved for special funds, including the Federal Capital Territory, ecological fund, natural resources development, and stabilisation.
“In line with our constitutional responsibility and in response to evolving socio-economic realities, the Commission has resolved to initiate the process of reviewing the revenue allocation formula to reflect emerging needs,” Shehu said.
He noted that constitutional amendments have expanded the fiscal duties of states, making a new formula necessary to ensure equity, sustainability, and reduced dependence on the central government.
Previous efforts to revise the formula have failed, including a 2022 recommendation under former Chairman Elias Mbam, which proposed reducing the federal share to 45.17% while raising states’ and local governments’ portions to 29.79% and 21.04% respectively.
Analysts say the issue has been politically sensitive for decades, with federal dominance over the federation account seen as a major barrier to reform.
