Leaders from Saudi Arabia, France, Norway, and Spain have unveiled a global fundraising campaign for PA to keep the Palestinian Authority afloat after Israel suspended large revenue transfers. The campaign aims to raise funds urgently because Ramallah depends heavily on clearance revenues that Israel collects on its behalf. Israel has withheld those funds for months, pushing the PA toward financial collapse.
Meanwhile, a letter to potential donors states explains that the push comes as many expect discussion at a French-Saudi two-state solution conference at the UN. Because Israel may not resume payments, the organizers have set a goal of raising $200 million each month for six months. They plan to use this money to cover the PA’s operating expenses and support its essential functions.
Furthermore, SA, France, Norway, and Spain propose restoring the private sector and helping key commercial actors, including Palestinian banks. A European diplomat says the four countries have already committed $200 million per month among themselves. However, they still hope that other nations will join to help share the financial burden.
In addition, the letter calls the current situation an “existential threat” for the PA. Factors include the revenue withholding, the war between Israel and Hamas in Gaza, settler violence in the West Bank, plus obstacles to transfers to Palestinian banks. The signatories say these combine to jeopardize both Ramallah’s ability to function and the stability of Palestinian society.
Also, the participating foreign ministers emphasize that the PA has begun implementing an ambitious reform agenda. They assert that structural transformations toward transparency and accountability are underway. They argue that such reforms lay the foundation for a modern Palestinian state.
